I have formed the view that the paper is of only marginal relevance to the readership of CEUS. As such, I do not propose to send it out for full external review. This decision is based upon an overview of the methodology and/or the substantive application of your research, and should not be taken as implying an evaluation of the quality of what has been achieved: in short, I think that the paper would be better directed towards a journal or professional magazine other than CEUS.
